Griffin Structures provided Program and Construction Management services for San Bernardino County’s Valley Communications Center, a new approximately 80,000 SF mission-critical public safety facility delivered through Design-Build on a 6.85-acre site. Developed as the County’s primary Emergency Operations Center (EOC) for the San Bernardino Valley, the facility was designed to remain fully operational 24/7/365 during emergency events and extreme conditions.

The essential facility consolidated multiple emergency and public safety agencies into a resilient, coordinated operations hub, including the Sheriff-Coroner, Office of Emergency Services, County Fire, CONFIRE, ICEMA, Radio Management, and Building Services.

Griffin led program oversight, stakeholder coordination, schedule and budget management, design and constructability review, procurement support, and delivery execution to align complex operational requirements, maintain project momentum, and support long-term continuity of emergency response services.
