A New Era of Emergency Readiness: Valley Communications Center Opens for San Bernardino County

We’re proud to celebrate the ribbon cutting of San Bernardino County’s new Valley Communications Center — a major milestone in strengthening emergency preparedness and public safety across one of the nation’s largest counties.

Covering more than 20,000 square miles and serving diverse communities across vast urban, suburban, mountain, and desert environments, San Bernardino County depends on resilient, redundant infrastructure to coordinate response when emergencies happen. Designed as the County’s primary Emergency Operations Center (EOC) and 911-dispatch center for the San Bernardino Valley, this new approximately 75,000 SF mission-critical facility was built to remain fully operational 24/7/365, even during major emergency events and extreme conditions.

The Valley Communications Center brings together key public safety and emergency response partners into a single, coordinated hub. By centralizing operations and strengthening communication across agencies, the facility creates faster coordination and greater continuity of service when every second counts. Importantly, the Valley Communications Center is part of San Bernardino County’s long-term strategy to provide resilient and redundant emergency communications capabilities across its expansive geography.

While this facility serves the Valley region, it works in concert with the High Desert Public Safety Operations Center, managed by our team approximately 13 years ago, to create a coordinated regional network capable of maintaining continuous emergency operations and communications during major incidents, disasters, or facility disruptions. Together, these facilities represent a significant investment in the County’s commitment to preparedness, continuity of operations, and public safety.

Griffin Structures was honored to provide Program and Construction Management services, leading program oversight, stakeholder coordination, schedule and budget management, development of bridging documents with Master Architect LPA, Inc., design and constructability review, procurement support, and delivery execution to help transform this critical vision into reality.

“Communities depend on public safety infrastructure that performs when it matters most. The Valley Communications Center represents a long-term investment in resilience, coordination, and emergency readiness for San Bernardino County, and we are proud to have helped deliver a facility that will serve and protect the region for years to come.” — Jon Hughes, President, Griffin Structures

Congratulations to San Bernardino County and all project partners on this significant achievement.
