In the News: Linc Housing’s ‘Willow Way’ supportive housing project is currently underway

Construction is underway at Linc Housing’s Willow Way, a supportive housing development in El Monte for people who have experienced homelessness. The all-new complex, located at 11730 Ramona Blvd., includes 38 one-bedroom homes for households earning up to 30% of the area median income and one manager’s unit.

Following the successful completion of Linc Housing’s HiFi Collective, Griffin Structures is currently providing Program and Construction Management Services for Willow Way, and we are thrilled to once again be of service to Linc Housing for this eagerly awaited, community-focused project.

 
“The San Gabriel Valley area saw a 7.5% increase in its homeless population between 2022 and 2023, according to the Los Angeles County homeless count released last month,” said Emilio Salas, executive director, Los Angeles County Development Authority (LACDA). “The LACDA is proud to address this need and work with Linc Housing on the Willow Way development to help bring more housing to the area. By providing project-based vouchers and additional supportive services, we are fostering the ability for future residents to establish permanent roots in this community.”

Willow Way was named after the willow tree as a symbol that represents roots, strength, hope and growth. “People who have been homeless have often faced trauma and extreme challenges,” said Suny Lay Chang, Linc Housing president and COO. “We want our new residents to put down roots and grow their lives in the direction of their dreams. Not only will Willow Way provide a roof over their heads, it will also be a place for healing and health as our team provides the support needed for residents to get back on their feet.”

The 4-story building with contemporary architecture will also include a community room, case management offices, courtyards, and a rooftop deck. It’s also conveniently located near public transportation, shopping and services.

With funding support from Los Angeles County, residents will receive intensive case management and supportive services including, mental health and physical health services, employment counseling and job placement, education, substance use counseling, money management, assistance in obtaining and maintaining benefits, and referrals to community-based services and resources.

Funding for the development comes from a variety of sources including $700,000 in HOME Funds from the City of El Monte, $1.56 million from the San Gabriel Valley Regional Housing Trust Fund, $5 million from Los Angeles County Development Authority (LACDA), a construction loan from Capital One, a permanent loan from California Community Reinvestment Corporation (CCRC), and tax credit equity from Raymond James Tax Credit Funds Inc. LACDA will also provide project-based vouchers and Los Angeles County Department of Health Services/Housing for Health will provide funding for intensive case management services.

The community was designed by KFA Architecture, and the general contractor is Walton Construction. The new community is due to welcome residents in early 2025.
