Tustin Water Department Headquarters & Emergency Operations Center

Designed to essential services facility standards, offices will house Water Operations headquarters and new state-of-the-art EOC with back up emergency dispatch and RACES operations.

Griffin Structures provided program and construction management services for the design and construction of a new Tustin corporate yard facility houses the City’s Water Department headquarters and serves as a secondary emergency operations center (EOC). The project consisted of demolishing an existing fire station and facilities maintenance office trailers and constructing a new 17,284-square-foot structure, built to essential services facility standards, to house staff offices as well as a new state-of-the-art EOC with back up emergency dispatch center and Radio Amateur Civil Emergency Services (RACES) room. The facility is also home to the City’s Field Services Division and includes a new wellness center for City staff use, men’s and women’s locker rooms, and conference rooms.  The site features a command vehicle storage facility, new water lab, facilities maintenance storage, covered parking, photovoltaics, site parking improvements, improved centralized power to the site, and a landscape demonstration garden.

Project planning began with a comprehensive needs assessment analysis, also conducted by Griffin Structures.
